MINUTES.

With the consent of the meeting the minutes of the first meeting held on the 9th September, which had been circulated to the members, were taken as read and signed by the Chairman.

MATTERS ARISING OUT OF THE MINUTES.

(a)

The Chairman said that as members no doubt were aware, the Government had given effect to the Committee's recommendation that its terms of reference and desire to receive representations from interested parties should be published, by the issue of a notice to the Press which was published on 15th September.

(b) The Chairman read to the Committee a list of names of people whom it had been suggested the Committee should invite to make representations to them, including the names submitted Jointly by the Hon. Mr. Landale and Mr. Kadoorie. It was agreed that the list should be extended to include representatives of the banks, stevedoring firms, and consignees, and that copies of the Owen Report and the Committee's terms of reference should be sent to them with an invitation to submit written representations and an inquiry whether they wished to appear before the Committee; and that the Committee, after it had discussed Mr. Colman's views, would decide the order in which those wishing to do so would be invited to appear before the Committee.

(ii) Memorandum dated 14th September, giving a

preliminary estimate of the financial effect of the formation of a Port Trust in Hong Kong .
